Apart from being PELO’s Board Chairperson, Dr. Noel Ntawigaya (PhD) is a senior Lecturer and Faculty Dean of Faculty of Education at Teophilo Kisanji University in Tanzania, awaiting to be declared a Professor. He has expertise and skills in Research (Qualitative/Quantitative Methods), Teaching, Training, Consultancy, Assessment and Supervision at both lower and higher education. His professional experience has been mainly teaching at lower levels of education, teacher training colleges and higher learning institutions teaching both undergraduates and post-graduate students.

Idea

PELO Tour Lodges is a social–impact hospitality venture developing three AI-integrated, sport-ready lodges in Arusha, Dodoma, and Bagamoyo. Designed to capture high-value segments in safari tourism, government/NGO conferences, and sports tourism, the lodges will offer eco-friendly accommodation, modern conference facilities, and full-size sports grounds. The project leverages Tanzania’s growing tourism sector and its role as co-host of the 2027 Africa Cup of Nations to provide a sustainable business model that also funds community programs for victims of human–wildlife conflict and supports youth sports development.


Challenge

PELO Tour Lodges is addressing the shortage of mid-market, multifunctional hospitality options in Tanzania, especially in fast-growing urban centers and upcoming sports event locations. Current infrastructure cannot meet the demand generated by the capital’s relocation to Dodoma, the anticipated influx of 500,000 visitors for AFCON 2027, and the rising trend of sustainable and socially responsible travel. By integrating sports-ready facilities, eco-friendly design, and a social enterprise model, PELO Tour Lodges fills critical gaps in accommodation, conference capacity, and sports tourism preparation, while directly contributing to local livelihoods and conservation.


Solution

PELO Tour Lodges is delivering an innovative fusion of AI-enabled eco-accommodation, premium sports infrastructure, and cultural tourism experiences. Guests will benefit from AI-driven concierge services, sustainable energy and water systems, and inclusive transport solutions. Each lodge is tailored to its location — Arusha as a safari and sports hub, Dodoma as a conference and policy center, and Bagamoyo as a coastal heritage destination — ensuring year-round revenue from multiple market segments while maintaining a 10 % net profit reinvestment into conservation and community programs.
