Ensure Petroleum – Fuel & Refinery is building a dual-revenue business model anchored in licensed fuel supply and the commercialization of high-margin refinery by-products, including solvents, MTT, and low-sulphur furnace oil. The company leverages direct refinery relationships and founder-led execution to capture margins across both conventional fuel distribution and industrial product segments. Its roadmap includes launching a lubricant line into Pakistan’s approximately $0.8–1 billion annual lubricants market and establishing a Middle East trading hub to enable cross-border inter-trading and operational synergies with affiliated entities.


Solution

Ensure Petroleum – Fuel & Refinery addresses structural inefficiencies in Pakistan’s petroleum ecosystem, including excessive reliance on imports, limited commercialization of refinery by-products, and market share gaps emerging after the exit of Shell Pakistan. The startup tackles regulatory and operational barriers through completed environmental licensing and refinery registrations, while targeting an initial throughput of 3,000 KL per month supported by a pipeline of over 300 prospective customers. By combining regulatory access, industry expertise, and first-mover advantage in by-product commercialization, the company seeks to capture displaced demand and improve domestic refining economics.
